建言“十三五”——中国煤控规划研究国际研讨会



2015114, 由中国煤控项目(中国煤炭消费总量控制方案和政策研究)及中国节能协会共同主办的“建言十三五——中国煤控规划研究国际研讨会”在京召开,探讨中国煤炭消费总量控制和能源结构转型,为“十三五期间能源发展规划建言献策。会议由英国儿童投资基金会(CIFF)、自然资源保护协会(NRDC)、世界自然基金会(WWF)及能源基金会中国(EFC)协办,同时受到保尔森基金会、中国清洁空气联盟、中国能源网和北京国际能源专家俱乐部的支持。

会议期间,中国煤控项目发布了《建言“十三五”——中国煤炭消费总量控制规划研究报告》的执行报告。执行报告凝聚了20多家国家级影响力的科研机构及行业协会的共同研究成果,在此基础上前瞻性地提出了2020年中国煤炭消费总量要约束在27.2亿吨标煤(38亿吨实物量)以内,总能耗控制在47.4亿吨标煤。煤炭消费比重下降到57.4%,天然气在总能耗中的比重提高到10%,非化石能源比重提高到15.2%。来自丹麦、德国、美国等地的专家也介绍了国外减少煤炭消费和低碳发展的经验和有关政策。4日下午大会组织了“重点行业煤控规划和保障措施”和“煤炭消费总量控制的红线约束和地方规划”两个主题的圆桌讨论。煤控课题组和有关专家介绍了相关领域的成果和建议,国内外专家和来自省市地方的代表、企业积极的给予了反馈。5日上午,主办方组织了“煤炭消费总量控制实施交流和讨论圆桌会”。来自煤炭生产和消费的主要省区和重点城市发改和能源主管部门代表分享和交流了省市地方开展煤控的经验和挑战,钢铁、水泥和建筑等行业的企业代表介绍了有关行业煤控经验。

会议吸引了三百位能源环境领域的人士参加,包括国家有关政府部门官员、部分省市地方代表、国内外行业专家、国外使馆官员、企业家及NGO组织等。


On November 4, China Coal Cap Project and China Energy Conservation Association hosted the International Workshop on China Coal Cap Strategy: Looking Ahead to the 13th Five-Year Plan in Beijing. Workshop participants discussed China’s coal consumption control and energy transition, providing recommendations to the country’s energy development planning in the 13th Five-Year Plan. The workshop was supported by the Children’s Investment Fund Foundation, Natural Resources Defense Council, World Wild Fund for Nature, and Energy Foundation China, and assisted by the Paulson Institute, Clean Air Alliance of China, China5e, and Beijing Energy Club.

At the workshop, the China Coal Cap Project released “China Coal Consumption Cap Plan and Research Report: Recommendations for the 13th Five-Year Plan.” The report is a collaborative effort done by over 20 leading Chinese research institutions and industry associations. It proposed that China needs to cap its total coal consumption at 2.72 billion tons of standard coal (3.8 billion tons of physical coal) by 2020, and control the total energy consumption below 4.74 billion tons of coal equivalent, effectively reducing coal’s share in primary energy consumption to 57.4%. Furthermore, China should aim to increase the share of natural gas in primary energy consumption to over 10%, and that of non-fossil fuels to 15.2%.

Experts from Denmark, Germany, the United States and other countries introduced international experience and policies in reducing coal consumption and low-carbon development. In the afternoon, two forums on “key industry coal control planning and safeguard” and “redline constraints and sub-national planning for coal control” provided platforms for Coal Cap Project members and other experts to present their research findings and policy recommendations. Domestic and international experts, as well as representatives from local governments and enterprises provided positive feedback.

On November 5th’s roundtable on implementing coal consumption control, representatives from local Development and Reform Commissions and energy departments of key coal producing and consuming provinces and cities shared local experiences and challenges in coal control, while representatives from iron and steel, cement and building sector enterprises exchanged their experiences in reducing coal consumption.

Over 300 representatives from government relevant departments, local governments, domestic and international experts, foreign embassies, private sector and NGOs attended the workshop.
